Taking care of the junkies, the poor and the disabled is much better than not. Sure they might cause problems but they will cause a lot more problems if the society doesnt provide for them. Everyone should be given a chance, even when their behavior doesnt justify it. Theres a million factors affecting and defining what/who we become in life. You can call them leeches living with your tax money all you want, but that could as easily be you given different genes and circumstances. Not everyone has the resilience or the intelligence to pull themselves out of the gutters, but they are also humans.
If we as a society dont take care of these people to some extent, the pain and suffering just spreads. USA with their school shootings and fentanyl junkies, or basically half of the world living in poverty. When nobody helps or cares, its easy to find meaning in radical terrorist groups, or justify harming others because you have been harmed. When society provides atleast healthcare and basic income, you make it that much harder to grasp for desperate options because you dont have anything to grasp to. You also make it possible for everyone to dig themselves out of the shit they are in while doing so. If they manage to become a productive member of society, good. If they dont, its still better than doing nothing.
